Introduction to The Education Alliance (TEA) 

TEA is a non-profit organisation registered in India to catalyse quality transformations in the public-school system through strategic partnership support. TEA aims to build an ecosystem in which governments can strategically partner with mission oriented non-profit educational organisations to deliver high quality education. Our goal is to empower government schools to create the next generation of leaders by transforming the quality of education offered in these schools. A high-quality education for every child in India would call for a system that is accountable, collaborative and equitable.

TEA sets up a Project Management Unit (PMU) to support the State education departments to partner more strategically with non-state actors and to design and deliver programmes with the objective of building governments’ own capacity to sustain these initiatives post the exit of external partners. 

In order to deliver on it’s goals, TEA engages in three broad areas of work: dialogue with governments to design the frameworks for suitable partnership models, identify high-quality and mission-aligned non-profit partners willing to engage with government, and conduct research to test the efficacy of the model in order to inform the rest of our work.

Brief on TEA’s Work with Government Education Departments 

TEA is currently working across 4 states on the following programs: 

  • Delhi 
    • School Quality Enhancement Program with the South Delhi Municipal Corporation (since 2015) – The program aims to deliver high quality education to the most underserved sections of the society through a Government-Partnership School (G-PS) model.
    • Program Assistance Unit with Directorate of Education, Delhi Government (since 2020) – a Program Lead from TEA works with the Education minister’s advisory team to support planning and implementation of education reforms in the State.
  • Tamil Nadu: PMU for NGO partnerships (since 2018) – The PMU supports Samagra Shiksha, Tamil Nadu in its NGO partnership strategy to help achieve its stated education goals. 
  • Tripura: PMU for NGO partnerships (since 2020) – Similar to its function in Tamil Nadu, TEA plays the role of a PMU to facilitate effective collaboration between NGOs and Samagra Shiksha in Tripura. 
  • Madhya Pradesh 
    • Project Management Unit for Foundational Literacy & Numeracy (FLN) (since 2020) – TEA plays the role of a PMU and brings together strategic and knowledge partners to work closely with the state. The program aims to strengthen foundational literacy and numeracy skills of students in 3 innovation districts in the State and to build institutional capacity of the School Education department to lead FLN-related initiatives. 
    • Strategic partnership with BCG under SATH-E Extension for System Reform (since 2020) – TEA works alongside BCG State team for the education reform process in M.P. under the NITI Aayog’s SATH-E project. 
  • Gujarat 
    • Project Management Unit for Foundational Literacy & Numeracy (FLN) (since 2020) – TEA plays the role of a PMU and brings together strategic and knowledge partners to work closely with the state. The program aims to strengthen foundational literacy and numeracy skills of students in the State and to build institutional capacity of the School Education department to lead FLN-related initiatives within the State.

TEA’s Team consists of highly motivated individuals who share a passion for improving the quality of education for all children in India All projects teams are based locally in the partnership State and work out of the local Education Department offices. 

Associate Director (Monitoring & Evaluation) 

Background & Context

TEA has embarked on new partnerships with the States of Madhya Pradesh, Gujarat and Tripura in the past year where TEA has set-up a PMU within the State Education department to support the State in designing and implementation of various education reform programs. Currently, we are also exploring a PMU set-up with the School Education department in Tamil Nadu with a broader mandate for systemic reforms. 

TEA has a team of 15+ members working on multiple projects across 5 States. As a growing organisation, TEA is looking for an Associate Director – Monitoring & Evaluation to work with the CEO and other senior colleagues in driving the mission for revising public education systems to provide exemplary education to all children. The role would involve overseeing programs across States by working closely with local state teams to support them in design of project monitoring rubrics as well as to review their performance and annual plans for internal evaluations.  

Roles & Responsibilities – Associate Director (Monitoring & Evaluation) 

The Associate Director (M&E) will be engaged with State Leads and local teams and will report directly to the CEO based in New Delhi. He / She will be responsible for evaluation of program designs, execution plans, timely and accurate reporting of evaluation metrics to project funders and overall for supervising high quality delivery of TEA programs across India. The key roles and responsibilities of the position will be:

  • Design program monitoring and evaluation approach for ALL TEA programs
    • Design M&E framework and plan with clearly defined performance indicators, targets and milestones
    • Work with internal and external partners to ensure effective implementation of M&E plans 
    • Conduct regular update meetings/check-ins with internal and external stakeholders to communicate program progress and manage funder expectations. 
    • Track program progress on key indicators according to the M&E framework
    • Deliver program updates / reports to funders as per relevant projects as needed (Quarterly, yearly, etc.)
  • Support On ground implementation and monitoring
    • Support State teams with program planning such as budgets, timelines, resources impacting program outcomes 
    • Support State teams to identify operational bottlenecks, efficient utilisation of resources and devise solutions 
    • Ensure high quality documentations (reports, presentations, proposals) for internal reviews and funders 
  • Capacity building and database creation 
    • Ensure effective transfer of knowledge from external partner to TEA team, to build the latter’s institutional knowledge and capacity 
    • Understand key aspects of program success, such as possible avenues to scale interventions, monitor program outcomes and improve governance structures 
    • Synthesize best practices and program learnings to strengthen TEA’s institutional knowledge and support thought leadership activities (such as for State reform, FLN, etc.) 

Skills and Qualifications

  • Preferred work experience of 8-10 years including 3-5 years of post-graduation work experience (MBA or MPP/MPA)  
  • Experience with project management, monitoring & evaluations in education sector and people management is necessary and crucial for the role
  • Excellent written and oral communication skills required 
  • Experiences working with government is desirable, though not necessary 

Salary: INR 20 lakhs+, Commensurate with experience  

Expected date of Joining: Immediate 

Employment Type: Permanent / Full Time (Work week: 5 days)

Location: Delhi with frequent travel to State of engagement (Madhya Pradesh / Tamil Nadu / Tripura / Gujarat)
