Associate, State Reform – Tamil Nadu

The Education Alliance (TEA) is a non-profit organization registered in India to catalyze quality transformations in the public-school system through strategic partnership support. TEA aims to build an ecosystem in which governments can strategically partner with mission-oriented non-profit educational organizations to deliver high-quality education. Our goal is to empower government schools to create the next generation of leaders by transforming the quality of education offered in these schools. High-quality education for every child in India would call for a system that is accountable, collaborative, and equitable.

TEA sets up a Project Management Unit (PMU) to support the state education departments to partner more strategically with non-state actors and to design and deliver programs with the objective of building governments’ own capacity to sustain these initiatives post the exit of external partners. TEA currently has ongoing programs in Delhi, Tamil Nadu, Tripura and Madhya Pradesh.

Position Summary:

The current opportunity involves working with the Tamil Nadu School Education Department on a System Reform project in Chennai. A new data team has been formed with the vision that the work done by this team will contribute towards improved learning and development outcomes for a large set of students and teachers and for efficient digital governance by the state government. The Associate will understand reporting requirements from officials in various capacities and other partners and use the data to create accurate and reliable reports that will be used in various levels of decision making. Where the associate feels the need, analysis of reports are to be supplemented through visualizations. Additionally, the Associate is expected to evolve their contribution through learning skills in programming and Excel. There is further scope in this position to move to a data analyst role if the candidate so desires.

Key Responsibilities include, but are not limited to

Reporting

  • Requirements: Understand reporting requirements, talk to the concerned people about the use of data and document requests.
  • Report: Work with various sources and forms of data to create reports that are accurate and reliable. Going a step further and including data that might give deeper insights is encouraged.
  • Visualization: Visualize results of data analysis for easy understanding by people from various backgrounds.
  • Automation: Identify reports that can be automated to reduce the burden on the data team. Propose and work on automating reports, taking the help of other data team members when required.

Analysis

  • Usage: Identify discrepancies between requested report requirements and actual use of such reports. Propose changes that can be done for effective use of reports.
  • Observed trends and issues: Identify patterns in data that are getting missed in regular reporting. Highlight issues in data or narrow focuses that miss crucial information.

Communication, Documentation & Training

  • Follow standard practices of thorough research, collaborative thinking and clear documentation.
  • Train various department coordinators in using reports and data already available to them.
  • Periodically propose changes in the usage of reports for more effective use of data.
  • Document and communicate program achievements / outcomes and program implementation through concept notes, presentations, reports, approval letters, etc.

Required Qualifications, Skills, and Abilities:

  • Graduates or those with 0-1 years of experience looking to advance their career in the development sector. Those who are interested in the value data can play in improving the public school education ecosystem are encouraged to apply.
  • High quality of work through attention to detail and care for accuracy.
  • Inquisitive, asks questions and is eager to learn.
  • Working knowledge in Excel and keen to learn more skills in using Excel for reporting and analysis.
  • Interest to learn or prior programming knowledge in Python, R or others.
  • Good written and oral communication skills, interpersonal skills and networking skills.
  • Experiences working with government and in education sector is desirable, though not necessary
  • High level of spoken and written fluency in English and Tamil

Compensation:

Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels.
