Data Analyst, State Reform – Tamil Nadu

High-quality education for every child in India would call for a system that is accountable, collaborative, and equitable.

TEA sets up a Project Management Unit (PMU) to support the state education departments to partner more strategically with non-state actors and to design and deliver programs with the objective of building governments’ own capacity to sustain these initiatives post the exit of external partners. TEA currently has ongoing programs in Delhi, Tamil Nadu, Tripura and Madhya Pradesh.

Position Summary:

The current opportunity involves working with the Tamil Nadu School Education Department on a System Reform project in Chennai. Currently, data is captured through various applications for record keeping and digital governance by the school education department. The Data Analyst is envisioned to understand the current data lifecycle, types of data collected, reports generated and their manner of use. From this initial study, the Data Analyst is expected to identify and define how the data can be used, key attributes that are not being collected, define criteria for data collection, the type of questions that can be asked, the solutions the data can provide and deeper insights that can be deduced by combining primary and external data. The long term work will involve performing data analysis on different domains within the school education department and sharing insights through reports, summaries & visualizations. The most important part of the role will be to use the results & factual insights to push for changes that will contribute towards improved learning and development outcomes for a large set of students, teachers and for efficient digital governance by the state government.

Key Responsibilities include, but are not limited to

Data Analysis

  • Analyze: Perform collection, transformation and organization of data in order to draw conclusions, make predictions and drive informed decision making.
  • Data visualization: Visualize results of data analysis for easy understanding by people from various backgrounds.
  • Root cause Analysis: Deduce the reason why a problem occurs through primary and secondary data analysis. To think about various factors beyond those captured in primary data.
  • Gap Analysis: Examining and evaluating the current state of a process or system in order to identify opportunities for improvement to meet goals.
  • Fair and ethical data decisions: A sense of perspective when working with data to ensure that conclusions based on data are fair, does not reinforce bias and are combined with human insights.

Communication & Documentation

  • Follow standard practices of thorough research, collaborative thinking and clear documentation.
  • The role will include pitching reports/findings to decision makers and pushing for changes.
  • Document and communicate program achievements / outcomes and program implementation through concept notes, presentations, reports, approval letters, etc

Required Qualifications, Skills, and Abilities:

  • Interested in starting or advancing an early career in Data Analysis and have some previous direct or indirect experience in performing data analysis.
  • Can see value in the role data can play in improving the public school education ecosystem.
  • Inquisitive, asks questions and is eager to learn.
  • Preferred to have programming experience (Python, R & others) and working knowledge in Excel, query languages, database systems and visualization tools.
  • Identify & define a problem and solve it by breaking things down into smaller steps and using data in an organized and step-by-step manner.
  • Good written and oral communication skills, interpersonal skills and networking skills.
  • Experiences working with government and in education sector is desirable, though not necessary
  • High level of spoken and written fluency in English and Tamil


Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels.
